Established in April 2002, Sigma Planning Group, Inc. re-organized as a Woman Owned Small Business in January 2004.  Sigma offers over 40 years of Military and Master Planning experience and technical expertise.  Our vision is innovative, integrated facilities planning and management support.  Our role as military facilities analysts and planners is to use technology to apply our expertise to a function that is about Soldiers -- not just about buildings, roads and land use.

LEADERSHIP

Dwight R. Luedtke, Major, USA, (Ret.)
President

Mr. Luedtke leads a staff dedicated to innovative, integrated facilities planning and management support of Military Installations worldwide.  He advocates 21st century technology and the need to define planning as an “integral function of installation management that has horizons beyond the installation.”

Mr. Luedtke has over 35 years of military service and facilities planning experience including operational planning during his Army career.  He is a recognized leader in the Military Master Planning community in developing, interpreting, analyzing and applying the facilities criteria that guide real property management and the standards that regulate design. 

His career includes over twenty years service in command and staff positions for U.S. Army Corps of Engineers, three years as Master Planner at Fort Lewis (WA), Project Management for Army Installation and Region RPLANS (Real Property Master Planning System), and facilities analysis and related training tasks at over 60 military installations worldwide.  Mr. Luedtke is an established Subject Matter Expert in military facilities criteria, consulting for commands and organizations at all echelons.  He was a primary author of the Army Space Planning and Criteria Manual and a contributing author to the Army Master Planning Technical Manual. He has served as a primary planning consultant for multiple U.S. Army Corps of Engineers standard designs. He is a primary consultant for revision of the U.S. Army Corps of Engineers Master Planning Applied Skills and Real Property Master Planning courses, and serves as an instructor for both courses.

Mr. Luedtke is a graduate of Boston University in 1991 with a Master of Arts in International Relations and graduate of University of Washington in 1973 with a Bachelor of Arts in History.   He is a member of the Society of American Military Engineers (SAME), Association of the United States Army (AUSA), the American Planning Association (APA) and its Federal Planning Division (FPD).   Mr. Luedtke was a member of the U.S. Army Corps of Engineers Master Planning Team awarded the APA 2009 Planning Award for Outstanding Federal Planning Program.

Mrs. Luedtke is the Owner and Chief Operating Officer of Sigma Planning Group.  She is a native of South Dakota with an appreciation of global cultures and business practices, developed traveling worldwide as an Army wife and entrepreneur.  She graduated cum laude from Northern State University, Aberdeen, South Dakota with a Bachelors Degree in Business Administration in 1986.


Michael P. Madonna, Lt. Col., USA, (Ret.)
Senior Planner

Mr. Madonna is a retired lieutenant colonel, US Army.  With 20 years’ service, his career included three years on the Army Staff as a comptroller in Force Development and Requirements, three years as the resource manager for USCIDC (Army Criminal Investigation Command), and 14 years with US Army Field Artillery with assignments ranging from Fire Support Team Chief through Battalion Operations.  Mike graduated from Sienna College in 1975 with a Bachelor of Science in Finance and from the University of Utah in 1983 with an MBA.   Mr. Madonna completed course work to receive the National Charrette Institute’s “Charrette Planner’s Certificate” in December 2006. 

Thomas "Wyn" Jamison, 1SG, USAR
Senior Planner

Mr. Jamison presently serves as a first sergeant in the US Army Reserves with 20 years of service.  He received a Bachelor of Arts Degree in Management Economics and History in 1986 from Hampden-Sydney College in Virginia.  Mr. Jamison served as the project manager supporting the Army Criteria and Tracking System (ACTS) and as assistant program manager for annual updates to Army Real Property Planning & Analysis (RPLANS) and Facility Planning (FPS) Systems.
