Sigma provides extensive experience and capability in the area of Real Property Master Planning and utilization and analysis of the Army’s legacy data systems including RPLANS and FPS. We provide focused efforts that maximize data used by HQDA, MACOMs and TIM regions to make decisions. The backbone of a military operation is the operations order, which describes the situation, mission, concept of the operation, logistics, communications and coordinating instructions for all units and organizations involved in the operation. In the end the real property master plan is the operations order that details how a fixed installation will meet the infrastructure component of its current and future base operations missions. The key to an effective and usable real property master plan is a clear articulation of of those missions. The real property master plan isn't just about buildings and roads and land use. It is about supporting the soldiers as they do the hard and dangerous work of supporting our national security interests around the world, and providing a quality environment for their families, especially when the soldiers are deployed. The premise of Sigma Planning Group, Inc., is that a clear understanding of the applicable policy, criteria and organizational data, combined with common sense, enables an experienced analyst to achieve a 90% solution on an organization's facility requirements using Army legacy planning tools without visiting an organization on the ground. Unit visits, rather than extended data gathering expeditions, are brief and focused, limited to capturing or verifying factors which are not clearly contained in corporate databases. Transformation brings new challenges to the process. As the Army changes doctrine, organization, tactics, equipment and technology planners need to understand who the units operate, train and fight. Sigma Planning Group is actively engaged in helping the Savannah Center of Standardization for unit facilities translate these factors into facility requirements. We also believe that installation planners and facility managers often lack the time or military experience to challenge often inflated requirement claims of tenant activities, or are organizationally constrained from doing so. This frequently results in poor decisions and an uneven distribution of limited resources.
