Summary of Major Projects

Force Structure Analysis / Major Unit Lash-Ups for Forts Hood, Bliss, Sill, Stewart, Campbell, Bragg, Drum and Lewis to prepare for implementation of the PRISMS/MC2 Barracks Module, December 2009:   As a subcontractor to Syncadd Systems, Sigma conducted force structure analyses to relate units from the ASIP to their higher headquarters.  The Major Unit Lash Up allows for accurate planning of facilities for contiguous groups of units which share a common higher headquarters. 

TAB Update & real property database update, White Sands Missile Range, NM – October 2009:  Under contract with Dewberry, Sigma is conducting a TAB Update as part of Dewberry’s task to update the installation’s RPMP.  Work is being performed under a task order from USACE Ft. Worth District under Dewberry’s A/E IDIQ.

TAB Update Maintenance, Fort Polk, LA – October 2009:  As a subcontractor to The Urban Collaborative, Sigma Planning Group is conducting facilities requirements analysis and updating real property databases to update the installation’s TAB.  This effort is a continuation of Sigma’s previous work at Fort Polk.  This task is being conducted as part of a task order under UC’s A/E IDIQ with Fort Worth to update Fort Polk’s RPMP.

Facilities Requirements Analysis, Fort Drum, NY – September 2009: Under contract with Lindbergh & Associates, LLC , Sigma conducted facilities requirements analysis and supported planning charrettes for South Post Fort DrumTasks were performed as part of facility planning services to determine the new construction options as part of a comprehensive plan for Fort Drum. 

TAB Update, Fort Irwin, CA – October 2009:  Sigma conducted facilities requirements analysis and force structure studies and updated Fort Irwin’s TAB as a subcontractor to Michael Baker Jr. Corp.      The TAB Update was part of task order to update Fort Irwin’s RPMP.  Work was contracted by task order from USACE Sacramento via Baker’s A/E IDIQ.

Planning Charrette support, Army JTF-E (Joint Task Force East) – 2009:  As subcontractor to PBS&J, Sigma conducted Facility Requirements Analysis to support Planning Charrettes for future construction. 

LMI Government Consulting.  Tasks included assessment of facilities current state against Federal and DoD and industry best standards for space utilization.

RPMP and MPAS Course Update and Training, USACE HQ – August 2009: Sigma is revising course material and instructor Training Guides to update content in accordance with Army Master Planning Technical Manual, Army Space Planning and Criteria manual, and other applicable Army criteria and doctrine.  Tasks include designing new training courses, student material, and instructor material. 

Facilities Requirements Study for Aberdeen Proving Ground, MD – March 2009 – subcontractor to PBS&J.

RPLANS Update –January 2009 – subcontractor to Vista TSI  – Sigma provided SME support for update of legacy RPLANS.

Additional C2F Requirements for JPEOCBD – November 2008 – GSA - Sigma Planning Group assisted JPEOCBD  in analyzing space planning requirements in accordance with the US Army Corps of Engineers Standard Design for C2F facilities.

TAB Updates for IMCOM Europe  - 2008: Sigma provided Installation Real Property Master Planning support to US Army IMCOM EUROPE at multiple locations including Ansbach, Chievres, Illesheim, Schinnen, Wiesbaden, Brussels, Kaiserslautern, Vicenza, and Livorno.  Primary tasks include early unit/organization identification, unit-level analysis using the Army’s suite of automated facility planning systems (RPLANS, FPS, IFS, ASIP), unit interviews, identification of unit-unique deviations from standard designs, and application of Army criteria. 

TAB Updates, IMCOM Northeast Region  --  July 2008
Sigma Planning Group received a contract to perform TAB Updates for various Army installations in the IMCOM Northeast Region.  Tasks will include review of RPLANS data,  comparison with the actual state of the installation, validation of other Army Master Planning programming data, and summary actions for IMCOM.

Requirements Analysis, Space Planning, 3rd and 5th Army  -- June 2008 Sigma Planning Group will assist 3rd and 5th Army in analyzing space planning requirements in accordance with the US Army Corps of Engineers Standard Design for C2F facilities.

US Army Corp of Engineers Centers of Standardization :  Sigma Planning Group, Inc. is providing Subject Matter Expertise (as subcontractor under multiple contracts) for developing military facilities criteria and space planning programs for US Army Corp of Engineers Centers of Standardization in Mobile, Louisville, and Savannah Districts:

Operations Facilities: 

Sigma is assisting in the development of standard designs for operations facilities that meet both current and future force needs, and that are adaptable over the life of the facilities to changes in force structure.  These operations facilities include:

Sigma’s support includes in-depth analyses of the doctrinal organization and employment of the TOE units in the current and projected Army force structures to help establish key planning factors and to provide other related planning support such as:

  • Defining size range requirements for the facilities;
  • Determining additional space requirements;
  • Evaluating the relevance of Combat Arms, Combat Support and Combat Service Support designations to facility allowances;
  • Evaluating the impact of Transformation/Modularity on the facility configurations, requirements and overall site planning;
  • Preparation of adjacency matrices
  • Evaluating bubble diagrams for operational adequacy

RPLANS TAB Updates, US Army Installation Management Command (IMCOM), Northeast Region Office (NERO) :  Sigma conducted facilities requirements analyses and other TAB update support studies to NERO installations.  The project includes update facility requirements in RPLANS for the facility types that had the greatest impact on overall installation excesses and deficits.  Sigma used data in RPLANS and gathered during site visits to identify and refine Facility Category Code (FCG) requirements, recommend changes to the real property inventory and/or RPLANS requirements, identify potential conflicts in the Army Stationing and Installation Plan (ASIP) data presented in RPLANS.

As part of this effort, Sigma also provided region-wide workshops and demonstrations on practical applications of the RPLANS system. 

Installation Master Planning Support, Fort Eustis, Virginia:  Sigma supported Fort Eustis Master Planning personnel in validating the TAB for aviation maintenance training facilities, and providing a Red-Amber-Green Analysis in support of the Installation Status Report (ISR).

Installation Master Planning Support, Okinawa:  Sigma assisted the Okinawa DPW in updating the installation master plan by providing RPLANS and facility requirements analysis support, development of front page DD Forms 1391, and by providing support to planning charrettes associated with 1391 preparation. In addition Sigma supported initiatives to update land use and the future development plans for Torii Station.

Fort Polk and Aberdeen Proving Grounds TAB SupportWorking in conjunction with Michael Baker, Jr., Inc., Sigma updated the TABs at these two major Army installations.

Special Installation Studies:  Sigma provided assistance to ManTech Environmental, Inc. and the Office of the Assistant Chief of Staff for Installation Management (OACSIM) in recommending the disposition of thirty-five Army installations that are considered non-standard; i.e., they receive funding from other than traditional Army funding streams.  Sigma provided requirements analysis support and assisted in the development of the final report.

USASOC Facility Requirements Analysis :  Sigma provided US Army Special Operations Command (USASOC) with a preliminary Tabulation of Existing and Required Facilities (TAB) addressing total USASOC facility requirements world-wide.  Working for USASOC DCSENGR and the Construction Engineering Research Laboratory (CERL) in cooperation with NS Software Services, Sigma developed a baseline analysis using automated Army planning tools including RPLANS and FPS.  The study documented the baseline unit TABs for USASOC elements at Panzer Kaserne, Boeblingen, Torii Station, Okinawa, Hunter Army Airfield and FortsBragg, Fort Campbell, Fort Carson, Fort Lewis, and Fort Benning and identified issues for further investigation on site.

Sigma also provided additional analysis coupled with site visits to Fort Campbell, Fort Benning and Fort Stewart to help USASOC focus its long range infrastructure development plans.

Fort Drum Requirements Review:  Sigma supported Fort Drum DPW by providing an independent on-site evaluation of proposed requirement edits in RPLANS.  The support included a review of existing RPLANS data to identify requirements issues and a detailed review of proposed edits identified by Fort Drum DPW personnel.

USARPAC TAB Management Workshops In August and September of 2002, and again in August 2003, Sigma conducted three-day modular TAB management workshops at Schofield Barracks, Hawaii; Camp Zama and Torii Station, Japan; and Fort Richardson, Alaska, and a modified two-day workshop at Fort Wainwright, Alaska.  Each workshop included a general session that provided an overview of the TAB management process, a Real Property Session that focused on the role and importance of the Real Property Inventory in to the TAB, a Real Property Master Planner session that focused in more detail on the TAB management process, including preparation of an installation workbook, and an installation-specific planning session that focused on individual issues at the host installation.

Yakima Training Center Master Plan Supplement:  Working with WJA, PLLC, Sigma developed a supplement to the Yakima Training Center Master Plan that will help guide its development as it adjusts to meet the needs of changing force structure at Fort Lewis and transformation in the Army.

Base Realignment and Closure (BRAC) Requirements Analysis, Fort Lee:  Working with PBS&J, Sigma Planning Group prepared facilities requirements in support of the BRAC directed relocation of schools to Fort Lee from Aberdeen MD, Fort Eustis, VA, and Redstone Arsenal, AL, along with proposed discretionary moves from Fort Jackson, SC and Fort Gordon, GA. In addition Sigma provided planning support to the planning Charrette to develop site plans for the consolidation that met operational requirements to requirements analysis within limitations imposed by environmental and other constraints.

Base Realignment and Closure TEC Inc.: Sigma Planning Group prepared facilities requirements in support of the BRAC directed relocation of the Air Defense Artillery Schools to Fort Sill from Fort Bliss.

Master Planning Technical Manual Development: Working with PBS&J, Sigma Planning Group was a contributing author to prepare a detailed guide for real property master planners to implement the provisions of Army Regulation 210-20, Real Property Master Planning for Army Installations. The Installation Management Agency initiative was designed to improve the quality and consistency of real property master plans throughout the Army.
