The Army Master Planning Technical Manual (MPTM) provides guidance on preparing the Real Property Master Plan (RPMP). This manual documents processes and techniques and defines the tangible products of the RPMP.”

“The ASPCM provides a single source of information for installation-level use in reporting, planning, programming and assigning facilities on Army installations and for planning and programming facilities for Army organizations on other service installations and joint bases. It serves as the definitive IMCOM reference on space management and space utilization and provides guidelines for determining facility requirements.
This manual augments facility category descriptions from Department of the Army (DA) Pamphlet 415-28 with functional area definitions and functional adequacy requirements. The ASPCM provides basis of allowances and utilization metrics. It incorporates the guidance in Army Standards and Standard Designs where available. The ASPCM is the basis for planning and programming new facilities. It relates facility categories to “facility complexes” (see Chapter Four) where applicable and serves as a reference for site and land use considerations consistent with procedures in the Master Planning Technical Manual.”

“The Real Property Planning and Analysis System (RPLANS) is an integrated planning tool that allows installation and higher level planners to efficiently calculate peacetime facility space allowances and compare them to available real property assets for a wide range of facility types. RPLANS provides automated support for master planning activities, to include site planning, satisfying the requirement for an installation Tabulation of Existing and Required Facilities (TAB) outlined in AR 210-20, construction program development, stationing analysis, unit/organization facility allowances analysis, functional area assessments and space utilization. An editing utility allows the installations to modify the calculated facility allowances to reflect special mission, equipment or personnel impacts on their infrastructure.” (From WebRPLANS website)

The functionality formerly provided by the Army Criteria Tracking System (ACTS) has now been incorporated into WEBRPLANS. As a result, ACTS is permanently offline. Users can obtain Army facility criteria information by logging into WEBRPLANS (https://webrplans.hqda.pentagon.mil), opening a report, and clicking on the Category Code (CATCODE) or Facility Category Group (FCG) of interest.

“The Army Stationing and Installation Plan is the official Army database of populations on Army installations worldwide. It is based on the Structure and Manpower Allocation System (SAMAS) and The Army Authorization Document System (TAADS) as well as many other official Army data sources. The ASIP is a baseline for installation planning that provides a consistent look at forces to be supported and provides visibility of potential planning issues. ASIP data is a basis for Military Construction (MILCON), Installation Status Report (ISR) data collection, Base Operations (BASOPS) Service requirements, and is used by the Army Staff as the database of record for installation demographics. The proponent for the ASIP is the Assistant Chief of Staff for Installation Management (ACSIM). Authority for the ASIP is AR 5-18.”

Description:  The Installation Status Report is used to report on an installations’ readiness. “The ISR will be submitted as directed by the ACSIM. ISR provides data for assessing key elements of a base at a specific point in time. The report should not be used in isolation when assessing overall readiness; it is only one aspect of the broader concepts of mission readiness.”  (From AR 210-14, Installation Status Report Program)

Description:  “This regulation is provided so that all Army owned and planned facilities can be accounted for using a uniform real property category coding system. It complies with Department of Defense Instruction (DODI) 4165.14 established by the Office of the Secretary of Defense for uniformity among the Armed Services. It permits the Army to account for and control facilities on all installations in a compatible manner. It meets the congressional requirements for construction budget submissions and for accountability to the Congress for all Army facilities in accordance with Section 410 of Title IV, National Security Act of 1947 as amended by Title 10, Section 2721, United States Code (10 USC 2721).”

Description: “This pamphlet establishes standard real property categories for classifying real property, together with a numerical category code based on a hierarchy of grouping. The Army provides this pamphlet to implement a standard real property coding system on all installations to account for Army-owned and Army-planned facilities. This pamphlet also defines the real property categories and lists their associated category codes, measurement units, Department of the Army facility category proponents, general ledger account codes, investment categories, facility analysis categories, and facility category groups. Use this pamphlet in conjunction with Army Regulation 415–28.”

Description:  “This regulation defines the real property master planning concept and requirement and establishes policies and responsibilities for implementing the real property master planning process for Army communities. These communities include Army installations and other off-post sites to include U.S. Army Accession Command units, Reserve Component activities, Army-owned research organizations, and significant leased sites and complexes. It specifies responsibilities for real property master plan development, approval, maintenance, update, and implementation and continues the requirement for installation to have real property planning boards and emphasizes the vital relationship between environmental planning, sustainable design and development, sustainable range planning and real property master planning. It defines the installation real property master plan digest as a component of the real property master plan. It integrates real property master planning with the installation status report, the focused facility strategy, land use controls, and the core sustainable range program elements (the Range and Training  Land Program and Integrated Training Area Management Program), the range and training land strategy, integrated natural resources management plan, and integrated cultural resources management plan processes.

Description: This regulation establishes planning and management procedures to ensure efficient use of Army real property. It covers preparing and maintaining annual reports for the use of land, facilities, and space, and it prescribes periodic installation surveys. It also describes changes to criteria for administrative workspace.
